VE Clock ticks on OS level CPU usage is normal, planning to upgrade to Supported version

Hi,
I have peer of F5 and active one stop responding to failover messages and after 6 7 sec it start responding but meanwhile standby become active for temporary fix i am planning to increase the failover time to 30sec.
My question is how i can check that VE license resources are used to the maximum or to it limit?
If vMotion and Snapshot is enabled on VM should we stop it first?

Going from 14.1.6 to 16.1.4 is recommended? and process will be same as we do for the hardware F5, Yes my VE support till version 18.

Please add inputs.
