Link Controller design & hardware selection

Hi Pls correct me if I am wrong , for load balancing of two ISP we use Link controller , What hardware series of BIG IP , It depends how much the WAN Link are also how much traffic throughput or No of connection accessing inbound servers ?

 

Simple what are the ideal parameter to select Link Controller BIG IP hardware ?
